Only the leaders of the five most powerful shinobi villages are given the
title of "Kage" (translation: "Shadow"). These ninja are generally the most
skilled ninja in their village and are able to show superior physical and intellectual
abilities.

In the anime / manga of Naruto, the Kage's from the Hidden Leaf Village have been given the most importance, followed by the Sand Village.
